This 'Fiddle' pattern mustard spoon is hallmarked Exeter 1864 and has the makers mark of 'T.S' - Thomas H Stone. 
The spoon is 13cm in length and weighs 13.75 grams (0.44 troy ounce).  At the top of the handle there are engraved initials.
